By the middle of the 19th century, London had a sewage problem decades in the making. For generations, human waste had been collected in household cesspits, emptied periodically by "night-soil men" and, when neglected, prone to overflowing into streets, basements, and nearby watercourses. The problem worsened dramatically with the spread of the flush toilet in the early 1800s, a fixture that offered obvious convenience but that, in London, typically drained not into a proper sewer system built to carry waste away but directly into existing cesspits or into the network of ancient storm drains that had been built to carry rainwater — and which emptied, unfiltered, straight into the River Thames. As London's population swelled past two million by mid-century and flush toilets multiplied across the city, the volume of waste flowing into the Thames grew far beyond anything the river's natural flow could disperse.

A Summer of Unbearable Heat

The situation reached crisis point in the summer of 1858, when an unusually severe heatwave settled over London for weeks. High temperatures accelerated the decomposition of sewage sitting in the shallow, sluggish Thames, and the smell that resulted was, by every contemporary account, overwhelming — a stench so intense that it became known immediately, and permanently, as the "Great Stink." Newspapers reported that the odor was detectable throughout much of central London, that curtains soaked in chloride of lime were hung in the windows of buildings along the riverbank in a largely futile effort to mask the smell, and that the river itself had taken on a visibly foul, discolored appearance.

The crisis struck closest to home for Britain's lawmakers. The Houses of Parliament, sitting directly on the Thames at Westminster, were engulfed by the stench to the point that sittings reportedly had to be cut short, and members openly discussed the possibility of relocating Parliament upriver, or even out of London entirely, to escape it. This proximity mattered enormously: a problem that had afflicted London's poor for years, largely without triggering decisive government action, became impossible to ignore once it reached the seat of national power itself.

Miasma, Misunderstood but Motivating

The prevailing medical theory of disease at the time was miasma theory — the belief that diseases such as cholera were spread through foul-smelling "bad air" arising from decaying organic matter, rather than through contaminated water, as we now understand cholera to be transmitted. Miasma theory was, in a strict scientific sense, wrong: it would take the work of physicians such as John Snow, who had already traced a earlier London cholera outbreak in 1854 to a contaminated water pump on Broad Street, to begin establishing the waterborne theory of disease transmission that eventually displaced miasma theory entirely. Snow's findings, however, were not yet widely accepted in official circles by 1858.

Ironically, this scientifically mistaken belief proved to be a powerful, if accidental, ally for reform. Because officials and the public alike associated London's overpowering stench directly with disease, the urgency of the Great Stink translated almost immediately into legislative action — even though the true danger of contaminated sewage lay not in the smell itself but in the pathogens the water carried. Whatever the underlying science, the political effect was the same: something had to be done, and it had to be done quickly.

Bazalgette's Answer

The engineer tasked with solving London's sewage crisis was Joseph Bazalgette, chief engineer of the Metropolitan Board of Works, who had already been developing plans for a comprehensive new sewer network for London in the years before 1858 — plans that had previously stalled amid bureaucratic delay and disputes over cost. The Great Stink broke that impasse. Parliament, desperate for relief and newly motivated by its own discomfort, passed enabling legislation within a matter of weeks that authorized the funding and construction of Bazalgette's ambitious scheme.

Bazalgette's design called for a network of large intercepting sewers running roughly parallel to the Thames on both its north and south banks, capturing waste that would otherwise have flowed directly into the river and channeling it eastward, well downstream of central London, before discharging it into the tidal estuary. The project required the construction of over a thousand miles of new sewer lines, embankments along the river that both housed the new sewer infrastructure and created new public riverside space, and pumping stations to lift sewage where gravity alone could not carry it. Construction proceeded over more than a decade, through the 1860s and into the 1870s, using tens of thousands of workers and vast quantities of brick, and represented one of the largest civil engineering undertakings of Victorian Britain.

A Legacy Beyond the Smell

The practical effect of Bazalgette's sewer system extended well beyond eliminating London's notorious odor. By removing raw sewage from the sources of the city's drinking water and from casual public contact, the new network dramatically reduced the incidence of cholera in London in the years following its construction, even though its designers had built it primarily to solve a smell they misunderstood as the direct cause of disease rather than as a symptom of contaminated water. London would not suffer another major cholera epidemic after the system's completion, a public health achievement that vindicated the waterborne theory of disease transmission even as the engineering that produced it had been motivated by the wrong theory.

Bazalgette's system became, in the following decades, a widely studied model for urban sanitation engineers elsewhere in Britain, across Europe, and eventually further afield, as growing industrial cities everywhere confronted versions of the same problem London had faced: aging, ad hoc waste systems overwhelmed by rapid population growth. The Great Stink of 1858, in that sense, stands as an unusually clear example of a public crisis — driven by the wrong scientific theory but the right underlying instinct that filth and disease were connected — producing a genuinely transformative and lasting piece of civic infrastructure, much of which still forms the backbone of London's sewer system today.
